Uniquely, it is neither. The attraction is meant to be a special effects simulation, but rather then sit in ride vehicles such as in other Universal attractions including Disaster! and Jaws, the guests stand on an observation deck, and watch a recreated scene from the Twister movie which is "destroyed" by a faux tornado. The deck drops down at the conclusion of the experinece.
Yes, in the extended queue area for the ride there is an advertisement for a Paranormal travel agency.
