Some good conflict but not enough swordplay

There are some interesting complicated plot elements here as Cheng Pei-pei starts of as sort of the bad-guy (bad-girl?) and must face the consequences of her usual ass-kicking. But except for one juicy bloodbath against a whole gang, there just isn't enough action in this one. And for what possible reason would they make her SING?
