Vincent Price was working in the UK to film Le Retour de l'abominable docteur Phibes (1972) and Théâtre de sang (1973). When he saw some episodes of Docteur Who (1963), it inspired him to create an American version of the show, with him playing The Doctor. Unfortunately, he was unable to obtain the rights for Doctor Who and later developed this movie to make up for it.
