The explanation floating around the internet is that one of the cast (some say Michael O'Keefe) never signed off on it and so he was cut from the pressing when the commercial DVD that is available was released. I can't imagine why they'd bother releasing it without O'Keefe--the whole plot turns on his character! However, the complete version on DVD--let us tactfully call it 'aftermarket!'--does periodically pop up for sale online, for those willing to acquire it that way. (it's interesting to see that Michael O'Keefe's imdb role list doesn't include this part)
