According to several sources there are at least two versions of this movie. The uncut Italian edition "Il Boia Scarlatto", which has been imported into the USA under the name "A Tale of Torture", and a version cut by ca. 9 minutes. This cut version was released by Something Weird Video under the name "Bloody Pit of Horror".
There's also an American VHS Version that is only censored by four minutes. Again one can find a comparison with the Italian Version here.
