Contemporary viewers in the UK would have related the film's title, the jurors' conversation and the film's conclusion to the Bill which was passing through Parliament at the time. The Bill proposed amending the law so that the death penalty applied to only 6 categories of murder, none of which would have been pertinent to the case in the film - hence the movie's title. The ending of the film, which some present day reviewers disapprove of, should be seen in this light. The filmmakers were invited the audience to consider the consequences of a different outcomes.
