Although there were two characters that appeared in the comics of the day that bore the name The Masked Marvel, this character was a Republic Pictures creation.
One of the four lead heroes are supposed to be the Masked Marvel, but it was actually stuntman Tom Steele who played the character, his voice post-dubbed by announcer Gayne Whitman.

Originally a title card showing Tom Steele in costume proclaiming that "The Masked Marvel" was the star of the serial was planned for the beginning of each chapter. When that was eliminated, William Forrest became the official star.
