Series hero Mako, a recent Haitian immigrant to Canada, arrives in the capital city to begin his new life with his younger brother Zoe Mak, who lives in the South Blocks, a gritty urban neighborhood of Ottawa. But Mako soon discovers that there's more to his brother's life than it first appears. Zoe Mak tries to conceal his livelihood from his brother while his hotheaded number two man, Ti Chofaj, enforces street discipline against an incursion by rival Jamaican gang members.

Zoe Mak gets his brother Mako settled while dealing with the fallout from Ti Chofaj's rash actions of the previous night. A meeting is agreed-upon to restore the peace between the Haitian Zoes and the Jamaicans. Strife isn't good for business.
