Japan is indeed situated between four tectonic plates and frequently experiences earthquakes.
This film appears to be a public safety warning but is more about how businesses can profit from having people being trained and prepared for earthquake disasters and the threats that come with it.
It also appears to be from an American point of view when you have products be pushed that are not used typically in Japanese society.
Having a workforce and production line setup for these events will help save lives but what is it really doing to help the people there on a daily basis?
How many training centers does Japan need and why more than four?
Seems like something that is needed is being twisted by companies that want to make more consumers out of people and profit matters more than lives that are saved.
