Like other past games, there are What if scenarios prompted by choices to change the flow of the Dragon Ball timeline.
In one possible timeline, Piccolo keeps Goku from fighting 19 and trains Gohan; allowing Goku to fight Cell in his place. This leads to two different paths. One is where Gohan canonical loses control of his ego in Super Saiyan 2. Another had Piccolo train Gohan to discipline his mind to master his emotions; allowing Gohan to kill Cell and keep Goku alive.

Technically, Tobal No. 2 (1997) has more characters, 200, but that game allows players to turn NPCs into fighters, making them more like skins than characters.
