Nope. Crowley's, however, is based on a bar on the north side of Chicago called Guthrie's, complete with the board games and very domestic pitchers of beer.
It hasn't been explained within the characters (as of yet). However, when Kellee Stewart (Stephanie) went on her audition for the show, she improvised Stephanie reacting negatively to Kenny, not too unlike how Jerry Seinfeld always addressed Wayne Knight's character on his show by saying, "Hello, Newman." It played out so well, they made it part of the show.
