The childish, unattractive and eccentric Mr. Bean attends a charity raffle at a church and he wins a holiday to France which he also wins $200 and a video camera and a train ride to Cannes. Upon arrival, Mr. Bean unintentionally begins causing chaos as he sets out to find the train station Gare de Lyon to begin his journey to Cannes. After eating seafood at a restaurant, Mr. Bean arrives at the train station to get on the train to Cannes. However, Mr. Bean causes more turmoil when he accidentally separates a young Russian boy named Stepan from his father Duchevsky when Mr. Bean gets Stepan's father to record him on his video camera and the train Mr. Bean and Stepan are passengers on departs without Duchevsky. Blaming himself for what has happened, Mr. Bean takes it upon himself to get Stepan back to his father and acts as Stepan's babysitter. Mr. Bean and Stepan set off across the French countryside in pursuit of Duchevsky. Along the way, Mr. Bean causes more chaos and unintentionally causes the set of a yogurt advert directed by arrogant filmmaker Carson Clay to get blown up and Carson Clay injured when Mr. Bean tampers with an explosive charge to recharge his video camera. Mr. Bean and Stephan hitches a ride to Cannes with Sabine, a beautiful actress who is going to the Cannes film festival to attend the premiere of Carson Clay's short film "Playback Time" which Sabine stars in the short film and Sabine tells Mr. Bean that Duchevesky is one of the judges at the Cannes film festival and learning on TV that the authorities are out looking for Mr. Bean and that they think he kidnapped Stepan and Sabine is his accomplice, Sabine gets Mr. Bean and Stepan to the Cannes film festival and disguises them as her mother and daughter to avoid getting arrested by the police and they arrive at the Cannes film festival and they set out to reunite Stepan with Duchevesky and Mr. Bean interrupts "Playback Time" by playing footage of his holiday in France to get Duchevesky's attention that Stepan is at the Cannes film festival.
