It's a Singing Cowboy cartoon. By 1931, producers were adding musical sequences to their B westerns, but usually under circumstances that made sense -- relaxing in the bunkhouse or in a cantina. When Gene Autry hit the screen, however, so did the Singing Cowboy genre, and soon it seemed that every B series had a singing cowboy in his Stetson, riding the range with his guitar. The genre began to move on when the B westerns did, and finally ended when Roy Rogers gave up the silver screen for the TV screen. However, in its heyday, it was everywhere. I've seen one in which John Wayne sings (although the actual voice was provided by Bill Bradbury).
The cartoon is very well animated and drawn, as was typical for the series at this point. The gags were all right.
