The contraption shown that looks like several pipes pointing at the sky is a "cloudbuster." By the 1950s, Reich was having paranoid delusions that aliens were spreading "deadly orgone radiation" which caused "desertification." He thought that his cloudbusters could counteract the new "energy," and cause rain to fall.
Perhaps most controversial of Reich's ideas was the argument that children needed to be taught about orgasm, orgone energy, and "muscular armour" (explained in the film about how emotions are presented in the body, a tight jaw equates to a stressed person, etc.). Several of the children "treated" by Reich and his colleagues claimed to have been sexually abused during treatments, though none accused Reich personally of sexual assault.
