Great White Shark, aka Warren White, is considered the worst person in Gotham by Joker and other villains. White's experiences in Arkham Asylum transformed him from a corrupt stock trader into a terrifying villain. The Great White Shark has ties to the supernatural, and made a demonic deal to torture Gotham's other villains in the afterlife.
While most fans of Batman would consider Joker his most despicable enemy, even the Clown Prince of Crime admits he's only in second place. To Joker, there's only one Arkham villain who is truly vile, and a worse person than all the freaks and killers who haunt Gotham's streets. Despite multiple Gotham villains from the A-list to the Z-list considering this person the worst person in Gotham, he's had precious few appearances, easily qualifying as the most underrated of Gotham's many evil-doers.
The villain in question is the Great White Shark, aka Warren White.

So Jada Pinkett Smith is joining Gotham, Fox’s new Batman-Minus-Batman TV show. According to the description released by Warner Brothers, she’s playing Fish Mooney, a “sadistic gangster boss and nightclub owner” with “almost extra-sensory abilities to read people like an open book.” Officially, this is a wholly original character. But The Dark Knight Rises’ Miranda Tate was an “original character” too, and we all know that turned out. (Spoiler alert: She was Thanos the whole time.) So is Fish really “original”? If there's one thing that we've all learned from watching Christopher Nolan's "Dark Knight" trilogy, it's that Gotham can be a really awful place to live. It's overrun with corrupt businessmen, violent gangsters, and homicidal maniacs. If the Batman wasn't around to protect the innocent, who in their right minds would live there?
Bane's seizing control of the entire city is just the latest in a series of unfortunate events that have occurred in Gotham over the past few years. With a history rooted in exploitation and murder, Gotham has always been about as dangerous as it is beautiful. Honestly, we don't see the appeal at all. Which is why we've compiled a list of five stories that make the end of "The Dark Knight Rises" look like child's play.
