A decade ago, Naruto was one of the most popular manga series in the world. It spawned two anime series which tell the entire story, but both series have a lot of filler episodes. These episodes introduced many filler characters, most of whom were quite forgettable, but some of these filler characters were actually interesting because of their abilities, backstories, and overall development.
Most of these filler characters are ninja, but a few are simply individuals who can use unique techniques. Some of Naruto's most interesting filler characters have better character development then certain canonical characters, and some of these characters helped to flesh out canon characters. It should be noted that some non-canon movie characters are also interesting.

Many of these characters are part of Naruto's official canon, but there are many non-canon characters as well.
Non-canon characters do not get a lot of love or attention, but a few of Naruto's non-canon characters are pretty good. Many of them can be found in filler arcs, which only exist because the anime could not overtake the manga. With the exception of The Last: Naruto the Movie, none of the Naruto movies are canon either, but they have some good characters too.
