Morton H. Halperin was a former member of NSC, State Department and Pentagon under several U.S. regimes since 1960s. And he was in charge of the reversion of Okinawa to Japan in 1972.
Morton H. Halperin (born June 13, 1938) is an American expert on foreign policy and civil liberties. He served in the Johnson, Nixon, and Clinton administrations and in a number of roles with think tanks and universities such as the Council on Foreign Relations and Harvard University. He is Senior Advisor for the Open Society Institute, founded by George Soros. In 2014, he had invited by New Diplomacy Initiative and revisited Japan for lectures in Okinawa and Tokyo.
