Graduated in 1979 from Dartmouth College, where he majored in anthropology and earned a Bachelor of Arts (A.B.) and earned his Juris Doctor (J.D.) degree from the University of Michigan Law School in 1984 and worked for two years as an international trade attorney at the Washington D.C. law firm of Patton Boggs.

Director of the Office of Management and Budget (May 29, 2006 - June 19, 2007).

U.S. Trade Representative (May 17, 2005 - May 29, 2006).

Member, 2011 Debt Super Committee (i.e. Joint Select Committee on Deficit Reduction).
