Jimmy was an American Surfer and Beach Lifeguard. His family moved to Waikiki in 1950. He was the Hawaiian Surfing Association ratings leader in 1969 and 1970, as well as a regular invitee and finalist at events such as the Duke Kahanamoku Classic and the Smirnoff. His most notable competitive highlight came during the 1972 World Surfing Championships in Ocean Beach, which he won.

Blears was one of the few surfers who ventured out to giant Makaha Point on that epic day in 1969 when Greg Noll caught his iconic last ride, and his performances at North Shore spots like Pipeline and Sunset .

Around 1977 Blears became a City lifeguard and served for over 25 years at Waikiki, Makaha and finally Sunset Beach. In 2002 Jimmy retired from the lifeguard service and soon moved to Kauai.
