Joined the SPD in 1966, regional chairman of the Saar SPD in 1977, member of the federal executive committee in 1979, deputy federal chairman and executive chairman of the SPD program commission in 1987, chairman of the "Fortschritt 90" commission in 1988, top candidate in the federal elections in 1990, federal chairman of the SPD in 1995; resigned from all offices on March 11, 1999. 1974 to 1976 mayor, 1976 to 1985 lord mayor of the state capital Saarbrücken; 1970 to 1975 member of the Saarland state parliament, 1985, 1990 and 1994 minister president of Saarland; 1991 to 1994 plenipotentiary of the Federal Republic of Germany for cultural affairs under the Treaty on Franco-German Cooperation, 1992 to 1993 president of the Bundesrat, 1994 chairman of the mediation committee of the Bundesrat and Bundestag, 1998 to 1999 federal minister of finance.

Member of the Bundestag 1994, 1998 to 1999 and since 2005; Chairman of the parliamentary group Die Linke.
