Beatriz Flores Silva was born in Montevideo, Uruguay, which later provided the main inspiration for her future films. She worked as a model in Uruguay and studied Architecture before leaving for Europe at 26. Flores Silva earned a B.A. in Filmmaking in 1989 at the Institut des Arts de Diffusion, in Belgium. During this time, she made several shortfilms, including "Les lézards", and participated as a co-director, co-writer and producer of the feature film "Les sept péchés capitaux".

She served as an assistant director and production designer for different production companies in Belgium before returning to Uruguay n 1992 to write and direct "The Almost True Story of Pepita the Gunslinger", which set a standard in Uruguayan cinema and won several international awards.

Between 1998 and 2001 she wrote and directed In This Tricky Life (original Spanish title: En la puta vida), a Uruguayan/Belgian/Spanish/Cuban co-production. The movie premiered in 2001 and became the biggest box office success in the history of Uruguayan cinema. It also won several international awards and was Uruguay's submission to the Academy Awards that year.

Her long cherished project, Masangeles (original Spanish title: Polvo nuestro que estás en los cielos), which she wrote, directed and produced, premiered in 2008.

Besides her work as director, she has also played a key role in the development of Uruguayan cinema by founding its first Filmmaking school and helping create filmmaking aid funds.

Flores Silva founded the film production company BFS Productions.

He is remembered as a member of the 'Generation of 45', a Uruguayan intellectual and literary movement including Ángel Rama, Emir Rodríguez Monegal, Carlos Real de Azúa, Mario Benedetti, Juan Carlos Onetti, among others.
