Drain, his fellow congregates, and church leader Fred Phelps called for rescue workers to leave still living victims in the rubble on the grounds that they believed the attacks were a sign from God and that those who were wounded deserved to die. Drain, Phelps, and the other members of Westboro were told to leave or they would be arrested.
