Born in Los Angeles, but raised in Albany, New York.

Attended Voorheesville High School with actress Yvonne V. Perry, a film and daytime TV actress (As The World Turns) and film composer Joe Kraemer (Way of the Gun).

Was an avid super-8 filmmaker, often producing feature length work in this format. Graduate of NYU Tisch School of the Arts.

While attending the School of Visual Arts in Manhattan as a freshman, he met and befriended Bryan Singer, director of The Usual Suspects, X-Men and X2, and Superman Returns. During this time he directed Singer as an actor in three short films.

Was second unit director on Singer's first feature, Public Access (1993). Storm's first feature, Burn (1998), was executive produced by Singer and Counting Crows front man, Adam Duritz. It won the Special Jury Honor award at the Slamdance Film Festival in 1998 and the Silver Award at Worldfest Film Festival the same year.

His second film, "Ten 'til Noon", was the recipient of nine festival awards in 2006, including three for Best Picture, one for Best Director, two for Best Screenplay and one for Best Editing.
