The film itself is an unoriginal Disney rip-off made to cash in on the company's Rennaissance days. It also has extremely poor grasp of the source material.
It was originally going to be rated PG-13 as revealed by the then-Friendship is Magic creator Lauren Faust (who help worked on this film), but Warner Bros. decided to "Disneyfy" it in order to compete with its rival, and it shows.
Kayley is not only a generic bland protagonist, she is also (as pointed out by the Nostalgia Critic) a rip-off of Belle from Beauty and the Beast, having a similar hairstyle, living on a farm with her one parent (which in this case, her mother), and having a similar motivation of wanting more out of her life.
Some of the characters contribute little to the story, like Kaley's mother, Merlin, and Bladebeak.
Ruber is easily one of the worst movie villains of all time, even for animated movie standards and he was voiced by Gary Oldman at his Worse Even if Gary Oldman's talent was ruined on this film, he at least had fun as Ruber.
The songs in this film are not only bad, the songs also come out of nowhere, like with Garrett's Looking Through Your Eyes and the Dragons' If I Didn't Have You", sometimes, they get placed at inappropriate times, such as"The Prayer" (which plays during the chase scene) and the Superman Theme getting unnecessarily played when Devon and Cornwall fight the griffon.
The CGI on the rock ogre has not aged very well for today's standards and it rips off the Rock Biter from Never Ending Story.
Devon and Cornwall (the two headed dragon) are not only the Worst comic relief characters, but they also throw in a lot of pop culture references such as Elvis and television as an attempt to be like the Genie from Aladdin and during their song sequence, they throw in a Lion King reference. Speaking of which, the movie throws alot of Warner Bros. Cartoons references, such as the ACME name for the potion, a cameo of Red Hot Riding Hood and the brief Road Runner-like scene during the Dragons' song.
A lot of bad lines such as Ruber's infamous "The ogre's butt".
The animation, even if doesn't meet Disney standards, is good, due to being worked on the same animators of The Iron Giant a year later. Even though it got started with this film and placed in the chase scene, "The Prayer" went on to become a really popular song, sung by Celine Dion in English and Andrea Bocelli in Italian. Despite the talents being ruined, the Voice acting was Decent.

Even if the First Garfield Movie is Terrible
but this movie is even bad as the previous film
it has Unoriginal plot lines that have ripped off numerous other better films, especially The Aristocats.
Silly and juvenile jokes.
Odie, unlike in the first film, is a useless character who does nothing to contribute to the plot. You could take him out and nothing would change.
Garfield is once again an unlikable, one dimensional character who has had no character arc from the first film. Even Bill Murray hated voicing Garfield in the first film, but for some reason, reprises his role in this film.
Loads of padding. The gags are rehashed. Pointless subplots.
The Supporting animals are Annoying.
Garfield and Prince look exactly like each other, which can easily confuse viewers.
Highly illogical plot points, such as a cat owning property. How does that work?! People have left things to animals before, but still.
But at least There's less product placement than in the first film.
The concept of using the Prince and the Pauper story is very interesting since it's rarely used in other films.
