It's technically season 3, but because it's a reboot and was taken over by VH1 they changed the name to Sceam: Resurrection as a new series. It has an all new cast and story, ghostface is back as well. Not connected to the other series.
No, the Scream TV series will feature all new characters in a new town similar to Woodsboro called Lakewood, however some characters will have similar characteristics to the characters from the film series. The TV show may still be in the same continuity canon of the Scream films so there may be a possibility of a film character retuning in a future season.
