Attempting to create his next masterpiece, the mad doctor tries to scour the city for the perfect body to accomplish his latest experiment while having to deal with the various forces tormenting him for his accomplishments and must try to ensure his work is finished and unleashed upon the world.
This was a generally enjoyable if somewhat problematic low-budget genre effort. What works well here is the generally cheesy and likable setup that makes this work quite nicely. As we're usually inside the laboratory listening to his rants about the process of his creations and the need to keep it going at all costs despite the constant interruptions or his ineffectual assistant, this allows the film to generate the kind of schlocky, low-budget approach where it's far more about the delusional demented genius trying to launch his latest experiment once again. There's a cheesy, goofy atmosphere to these scenes that comes across rather nicely with the minimalist sets and extravagant lighting going alongside the grandiose speeches for the appropriately old-school approach that this is clearly aiming for. As well, the general setup of the film to manage to take on the full, complete story adaptation in a shortened, truncated format is pretty fun, spending a lot of time on the scientists' madness and ego-centric demands to bring him the perfect pieces to finish his creature, the process to bring it to life, and the subsequent escape into the countryside where it's friendship with the blind person that sets it off on another rather fun series of scenes in the finale where it shows the full results of the experiments coming to fruition. That this is all quite likable if overall really obviously hampered by its cheap presentation as just about everything with this one comes off with the kind of cheesy and rather goofy effects that give this one away quite often. It's pretty much the main thing against the film for the most part since it accounts for the issues with this one.
