The episode revolves around a Halloween party thrown by Penny. The guys get dressed up in weird costumes. Sheldon dresses as the Doppler Effect. Of course, they are totally out of the place. The partygoers aren't just lacking in intellect, they are relatively stupid. But their social group connects. We see Penny's ex once again and he is a bigger jerk than he was the first time.

I wasn't crazy about this episode, it didn't seem to go anywhere.

It did though of course have its moments, one major one, and it was nice to see the characters of Raj and Howard get a little more fleshed out.
