Very cute and cuddly like all the drawings in the franchise... I skip the action part (and there are many scenes of escapes and explosions), I really like the jokes, I love that skinny one with 1 eye, and the big one, but the duo, Lilo and Stitch are cuties personified...
The story is decent and with some funny moments but also I feel that they were just recycling and repeating the previous movies stories. The plot was decent and convincing with a very good rhythm.
I like the music very much and the animation was great as it is always on Disney's movies.
The cast of voices was very decent and good.
In conclusion, this wasn't the best movie of the series by far, but I think its pretty enjoyable and entertaining to spend a good Sunday afternoon with the family.
While still not absolutely terrible, 'Leroy & Stitch' isn't one that's worth watching. Not helped by a plot that is all over the place, the new characters also fail to bring any intrigue with them. I do appreciate a follow-up on the ending of 'Stitch! The Movie', at least.
Cast-wise, it's decent to hear Daveigh Chase back as Lilo while Jeff Bennett and Rob Paulsen do fine jobs as Dr. Hämsterviel and Reuben. The rest, e.g. Tia Carrere (Nani), all take a backseat.
I guess they were due a wholly bad film eventually, still pleasing that none of them are truly horrific though.

- QuizIn one shot of the experiments in the stadium Timon and Pumbaa from Il re leone (1994) can be briefly seen standing in the crowd.
- BlooperAfter Lilo gets a photograph of her and all of her Ohana (including the experiments) she puts it into the book which contains the pictures of all the experiments. The other photographs appear to be normal, but earlier on in the movie, Leroy tore an X in each picture as he caught the experiments.

Dr. Jacques Von Hämsterviel: That was a rhetorical question! Don't you know what a rhetorical question is?
Captain Gantu: Yes, I believe it's...
Dr. Jacques Von Hämsterviel: That was a rhetorical question too!
