No, it was never confirmed by the writers. Hannibal King is a character from the comics. Many of King's humor in the movie stems from actor Ryan Reynolds' contribution to the performance. Reynolds would go on to play Wade Wilson/Deadpool in X-Men Origins: Wolverine (2009) and would later get his own franchise, starting from Deadpool (2016).
The footage is from the first film, Blade (1998), in which Whistler is telling his life story to Dr. Jenson.
The third installment of the Blade-series was rated R by the MPAA for its theatrical release. Later, there was also an unrated extended version available on DVD and Blu-ray. This extended cut runs more than 9 minutes longer and adds more story and slightly more action to the theatrical cut.
