The Hong Kong Legends DVD, and the Eureka Classics Blu-Ray both contain the Cantonese audio tracks of the movie complete with subtitles while also having an optional audio track of the international dubbed language version.

It's impossible to say. At the beginning of the movie, the subtitles show Early Hong Kong, and the English dubbed audio track says "Hong Kong in the 19th century".

On the Hong Kong Legends DVD commentary track, Hong Kong Action Cinema expert Bey Logan talks about this.

He says that the Hong Kong marine police was set up in 1846 by the British colonial administration to fight smugglers and pirates. In the film, there's no marine police headquarters yet, and the marine police headquarters was built in 1884. At the same time, the Kowloon Canton-Railway clock tower plays a part in the movie's action which wasnt built until 1915.

Logan adds "I think what happened is that Golden Harvest employed a load of researchers to come up with background for the film, and they took the best elements from their research and weren't too concerned with setting it in an exact time and place. What's important is that it is Old Hong Kong, and it is roundabout the turn of the late 19th-century".

Like so many other HK movies, this classic from the glory days of the trio Jackie Chan / Sammo Hung / Yuen Biao is cut and got a new score in the US. The approx. 8 minutes shorter version mainly lacks ridiculous comedy scenes. The abduction of Samo Hung is missing as well because Mahjong is not necessarily reasonable for a Western audience.

There are also differences between the regular and the Japanese version.
