- A hospital in a suburban town faces a financial crisis. Doctor Ryo Kamiko (Naohito Fujiki) is the acting director of the municipal hospital. He is a rationalist who takes management very seriously. Meanwhile, Bunpei Yuge (Susumu Terajima) is a veteran detective and he works in the same town as the hospital.
