A Lithuanian national working in Norway, makes a gruesome discovery in a plastic bag at her work place. This leads to her death, in a hit and run just minutes later. Police Captain Cato Isaksen (Reidar Sørensen) is called to investigate on the case.

At the same time a small boy has been reported missing, and is not found. Could the two cases be connected - or is that just a pipedream that the police needs to disqualify as soon as possible, so that they will not be lead astray. Isaksen ends up in a conflict with the Lithuanian Mafija, all the time while suspecting the boyfriend of the Lithuanian woman for not telling the truth.

The next question is who saw what? Who are the "The Two Mermaids", and what happened to all the cats and dogs? And which role does the quiet little ol' lady in the neighborhood play, if any at all?

Will Cato Isaksen and his team of investigators solve the mystery at last, or will even more people die?
