When Miss United States Cheryl Frasier (Heather Burns) and beauty pageant host Stan Fields (William Shatner) are kidnapped, FBI agent Gracie Hart (), recently named "the face of the FBI", is sent to Las Vegas, along with antagonistic bodyguard Agent Sam Fuller (Regina King), to handle the publicity. However, Gracie is not interested in the publicity angle but chooses to get back into fieldwork.
Miss Congeniality 2 is the sequel to Miss Congeniality (2000) (2000), which was based on a screenplay by Marc Lawrence, Katie Ford, and Caryn Lucas. Lawrence also wrote the screenplay for Miss Congeniality 2.
Still dressed in her costume plumage, Gracie jumps into the water to save Stan and Cheryl from the sinking boat. She is able to release them, but her plumage gets caught until Sam shows up to free her. After being rescued, Sam and Gracie hug and declare themselves friends. In the final scene, Gracie visits Priscilla's classroom and assures her that being herself in important, along with world peace.
