Initially, this film was written as a loose adaptation of Mario Puzo's novel "The Fourth K". It was considerably revised when the producers saw its potential as a series pilot about a female Secret Service Agent.
Writer-producers Chad Hayes and Carey W. Hayes used their own surname for that of the fictitious US president Jonathan Hayes.
First movie in the "Alex McGregor" trilogy, the next two being FIRST TARGET and FIRST SHOT. (Among the titles considered for this film were FIRST HOSTAGE.)

Mariel Hemingway didn't reprise the role of Alex McGregor in the second movie in the trilogy First Target. Due to scheduling conflicts the role in First Target was played by Darryl Hannah.
