One theory (of mine) is that she's one of the actual Make-up artists who worked on the film, that said, she's probably not the Pat Hay, the chief Make-up artist, because Patrica Quinn stated in the Blu-ray audio commentary that Hay did the Make-up for Bert Schnick's chin, and the woman seen doing Barry Humphries' make-up in THE ROCKY HORROR TREATMENT is clearly a different person than the one in the movie. This would leave Carol Devine, Sandra Exelby, Joan Hills, or even Janet Lucas, the real-life wardrobe mistress, as possibilities.
