The film title refers to the telephone number for the emergency services operator. At the time, there was no national emergency phone number. It was necessary to call the operator first and ask for the police or fire department. It wouldn't be until 1968, 18 years later, at the urging of the FCC that the nation's phone companies chose '911' as the police emergency number for the entire nation, eerily close to "Dial 1119," but probably unrelated.
