Bendik Rugaas was central to creating and shaping the Norwegian National Library and the library system for several decades towards the end of the 20th century.

As a government minister, Rugaas' main task was related to the project "The Norwegian House", Jagland's political vision for Norway until the turn of the millennium. The project never really got off the ground, partly because Jagland chose to resign after the 1997 election, when the Labour Party did not achieve the famous 36.9 percent support .

After his period as National Librarian and Minister of State, he was appointed Director General of the Council of Europe. He was also Cultural Counsellor at the Norwegian Embassy in Washington from 2004 to 2006.

In 1994, Bendik Rugaas became Norway's first national librarian.

He later became Minister of Planning and Coordination in Thorbjørn Jagland's government (1996-1997).

He was rector of the Norwegian National Library Academy from 1975 to 1981, chief librarian at the University Library in Oslo from 1981 to 1986, and national librarian from 1987-1993.
