Evidence of an impending attack in Hamburg puts the police authorities on high alert. The focus is on LKA man Gabriel Bach, who maintains contact with informants from the extremist scene. But events from his time as an undercover investigator in the right-wing milieu make the leadership doubt him. The straightforward BKA officer Holly Valentin is assigned to him. When the informant Youssef Hassan is found dead, Gabriel and Holly recruit the Afghan substitute teacher Raza Shaheen, who knew the dead man slightly but has nothing to do with terrorism or organized crime.

Suspicions are growing that the attack is to take place in the Elbphilharmonie: during a concert by the Jewish star conductor David Levy and his Muslim first violinist Parisha Ashkar. The director refuses to cancel the concert. Raza begins his work as an informant out of fear that otherwise his girlfriend Sadia, whose residency status is unclear, will be deported to Afghanistan. Raza's first assignment takes him to Youssef's funeral. There he meets his brother Dadir and is immediately put to the test.

Gabriel rehabilitates Raza as an informant when he informs him about a warehouse of illegal explosives. But when they fall into a trap, things have already taken their own course. Nothing is as it seems: Gabriel and Holly are running behind the times. Meanwhile, Emilia leaves her husband for good and meets Holly, who has been sidelined at work. She has to finally decide what kind of person she wants to be. Raza finds his own apartment empty. Where are his father and brother?
