It's implied that most human beings are cyborg in some level, but the real cyborg population is never addressed. Togusa, for instance, has minimal implants directly in his brain. Also, note that the Puppetmaster manipulated the garbage guy's mind, showing that even someone of such bad salary has some kind of cybernetic implant. On the other hand, the Major is strongly implied as barely human, since only a few parts of her brain remain fully biological, while everything else on her body is machinery, property of Section 9.

"Ghost in the Shell 2.0" is a revised version of the original movie and should not be confused with the sequel "Ghost in the Shell 2: Innocence". The movie material was digitally redone and many color filters were applied. Green color temperatures were replaced with orange ones. Selected scenes were also replaced by computer animations similar to the style of the sequel, most notably in the opening sequence. The complete audio track was newly recorded and mixed in 6.1 surround. Some of the dialog was modernized during the process, and the Puppet Master now also has a female voice.
