This movie was one of a three-picture deal with PM Entertainment originally intended for Loren Avedon, who turned it down as he looking for something bigger. Don Wilson signed on instead. The two other movies were Le cercle de feu (1991) and Cyber Tracker (1994). Avedon later said that he regretted his decision.
Don Wilson claims to have come up with the idea for the film's story after being inspired by Un justicier dans la ville (1974).
The Mighty Ducks character "Wu Wu" Kenny Wu was partially based on Don "The Dragon" Wilson's character in this film.
The ending teases a sequel that was never made.
