Yes, the film is based fairly closely on Bruce Johnston and the crime gang he led in the late 1970s in south-eastern Pennsylvania. Though some characters and situations have been made up for dramatic purposes, most of the major plot points of the film are based on actual events.

The setting of the film is southern-eastern Pennsylvania, in an area known as the Brandywine Valley. However the film was shot entirely in Tennessee, apparently as the state is more rural and undeveloped which was the look the film makers were aiming for.
