No. The film is satirizing the Hollywood trend of "rebooting" popular franchises (Star Wars, Star Trek, Ghostbusters, Shaft, etc.), and the running joke is that this film follows the same plot structure as Jay & Silent Bob Strike Back. But it's actually a sequel, and acknowledges the events of the previous View Askew films.

In the first scene when the group was standing in the road, she was saying that she hadn't eaten dinner (or literally, hadn't eaten rice). In a next scene in the van, she was counting numbers - 15, 16 if I recall correctly. She was mumbling in a low voice to what was presumably her recording device, so it wasn't too clear. I could make out a few phrases however, and it appeared that she was speaking in the Cantonese dialect. Later in the film, it makes some sense as to why her Chinese monologue seemed out of place with the scene.
