Some of these contingencies are overflight of a country without landing, landing to refuel or to pick up or drop of passengers, connecting flights within a country. Five contingencies are almost universally accepted under the ICAO, called the 'Five Freedoms,' though countries may levy fees and restrict some airlines. Four other contingencies are often authorized but are not recognized by the ICAO.
