    When a team of U.S. Navy SEALs is ordered to parachute into North Korea and destroy what the Pentagon believes to be the launch site of a three-stage Topol intercontinental ballistic missile carrying a nuclear weapon, the Pentagon quickly aborts the mission after receiving new information. However, four SEALs have already jumped, and they are almost immediately captured by North Korean forces. Two of the SEALs are killed in a gun battle, leaving (MCPO) Master Chief Neil "Spaz" Callaghan (Matt Bushell) and unit leader Lieutenant Robert James (Nicholas Gonzalez) stranded behind enemy lines and in the custody of North Korean Commander Hwang (Joseph Steven Yang). The SEALs are now faced with a decision: to escape or to complete the mission as ordered.



    Axis of Evil is a sequel to Tras las Lineas Enemigas (2001) (2001) although this film has nothing to do with the precursor movie. The film is based on a screenplay by American filmmaker James Dodson, who also directed and produced the movie. It provides a fictional explanation for the 2004 Ryanggang explosion in which an as yet unexplained mushroom cloud occurred in North Korea.



    Just as the B-2 stealth bombers enter North Korean airspace, Lt. James and Chung Joon (Shin Hyun-joo) succeed in blowing up the bunker. General Vance (Bruce McGill) orders the bombers to return, thus preventing a full-scale war. James and Callaghan are rescued and returned to the Pentagon to face a tribunal. Callaghan is found guilty of striking and disobeying an officer and sentenced to 11 years at Navcon Brig Miramar. Because of the "top-secret" classification of the mission, however, the charges are expunged from his record and his sentence commuted, making him free to return home to his wife and daughter. James is invited to the Oval Office where the president presents him with a Distinguished Service Cross in the presence of his mentor Master Chief Scott Boytano (Keith David). In the final scenes, which take place during the credits, reports are offered from North and South Korea as well an the United States, blaming the Ryanggang explosion on various causes, such as demolition work on a hydroelectric dam project, a forest fire, or simply a natural cloud formation.



    It was explained in the movie that the SEALs intended to sabotage the facility in a special ops mission to make it look like an inside accident, so North Korea would have no evidence of outside involvement and no justification for retaliation on South Korea or the United States. If the U.S. had sent in bombs, missiles, and warships, however, North Korea would have the evidence it needed to retaliate against South Korea, creating a bigger conflict. With the help of the South Korean special forces and the support of Commander Hwang, it was decided that the mission could still be accomplished as planned.
