Yes. It was confirmed by John Milius on the DVD commentary of Conan the Barbarian, that the Conan films was planned as a trilogy. Conan the Conqueror, which was adapted from the book by Robert E. Howard, was going to be the 3rd installment, which Conan becomes King of Aqulionia and learns of a group of conspirator's plot to dispose of him, by resurrecting the ancient sorcerer of the pre-Hyborian empire of Acheron, Xaultotun. No. Conan and Kull are from different times. In the original stories of Kull, Kull was from Atlantis in the pre-cataclysmic Atlantis c. 100,000 B.C. and Conan was from the ancient Hyborian age, after the destruction of Atlantis and before the rise of ancient civilizations. Which means Kull existed long before Conan's time. Kull was born into a tribe called the Tiger Valley of Atlantis and Conan was born on a battlefield and was the son of a village blacksmith.
