5 years after he was dismissed from the FBI for abusing a murder suspect, Mark Kaminski, now a hapless small town sheriff receives a phone call from his former boss Harry Shannon asking Kaminski to meet with him. Shannon tells Kaminski the tragic news that his son Blair who was also a FBI agent was killed by Chicago crime boss Luigi Petrovita whilst protecting a witness. Shannon offers Kaminksi a shot at redemption by sending Kaminski undercover and bring down Luigi Petrovita and his organization which in return, Kaminski will be reinstated in the FBI. Accepting, Kaminski fakes his own death in a explosion and goes undercover as the criminal Joseph "Joey" P. Brenner. Gaining employment as one of Petrovita's enforcers, Kaminski sets out to infiltrate Petrovita and his organization. But, complications begin to emerge as Kaminski befriends Petrovita's distrustful top lieutenant Max Keller's girlfriend Monique and Keller does some digging into Kaminski's background and soon discovers Joseph P. Brenner doesn't exist and a traitor in the FBI informs Petrovita that Shannon wants to settle a score with Petrovita and Petrovita sends Keller and Kaminski out to eliminate Shannon. But, Kaminski refuses and kills Keller who shoots and wounds Shannon and Kaminski sets out to finish the job and engages Petrovita and his men in a violent final confrontation.
