The story is pure gibberish and the pacing is brutal. You never come to care about a single character and it is hard to find anything that will keep you interested. Since I didn't find one after three episodes, I quit.
Magical masks give people superpowers. Cops try to stop the masked people.
The plot is nonsense. There's some mumbo jumbo about how the masks are actually based on science, but it's nonsense, too. Pretty much nothing in this show makes any logical sense, but it's anime, so I guess it gets a pass on most counts. If you were expecting adult science fiction, you should probably just skip it, though.
It seems to be set in near-future London. A special police force seems to operate without any rules at all. Or, if they do have rules, they can ignore them whenever they like. All of the cops are incompetent idiots except for one, who is an unstoppable ninja cop. He's our protagonist, of course.
The characters are generally pretty likable though stereotypical for anime. Most of the time, I thought the English voice acting was fine. Sometimes it degenerates into 1980s Saturday morning cartoon voices, though, like having bad guys laugh evilly. It would be nice if Netflix got some more grown-up animation, like Love, Death & Robots.
Those the worst problems, though. The pacing is terrible. Some episodes feel like they go on for hours. The characters stare off into space so often that I almost fell asleep a few times. To make matters worse, the frame rate is also terrible. It feels like the entire show is in slow motion, and some sequences reminded me of a motion comic.
For a series, the art is alright. Some of the characters have no face in crowded scenes or distant shots. The characters are designed well, though, and you won't mistake one for another. It's in a fairly realistic style, but younger characters have freakishly large eyes sometimes.
It took a few tries, but I pushed through the brutally slow pacing. It's alright. The art is sometimes good, and I liked the characters. If you like scifi, you might be able to finish it, too, but I can't recommend it to people without caveats.
If you're a huge scifi nerd or you love anime, you might add another point or two to my rating.

People are so upset that it's nothing big and completely surprising. But it takes place in the REAL WORLD. It's also a Netflix original anime so you can't expect it to be the most amazing thing ever. Don't get me wrong stuff like Cyberpunk Edgerunners was amazing but the city already had a story behind it. They also get upset because the character design isn't the best but that's also the real world in the story. No one has natural bright pink hair. They just assume all anime's need to have some big power so something. It's also a mystery story so people are upset it's "not special" as I said. That's like being upset because a fantasy story has elves, dragons and dwarves.
Wow, as far as Netflix animes go this one falls ridiculously short.
Yeah it's beautifully done.
Yeah it checks off a lot of boxes one would expect from NF animes but can't get past the crappy story line
and the tired recycled, self smiling, maniacal bad guy that pops up in way too many animes
Yeah I get it he's insane blah blah blah
Just annoying at this point
I am 52 and I was tired of the same old garbage on TV. My nephew liked anime so I thought I would give it a try a year or so ago and, wow, was I amazed! I watch anime now most of the time, lol. Hundreds if not 1,000+ hours in the last year. Back to my review.....
The graphics in this are extremely well done! Probably some of the best I have seen to be honest. The eyes are bigger when a character wears glasses, reflections off car windows, the record player how the record spins around, all just spectacular! Graphics wise I would give this an 11. The action in this, fight scenes, I give and 8 to 8.5. The story line is okay but not great so I give it about a 7. Overall I gave it a 9 just how impressed I was about the graphics. It is a good show. I believe it is rated a bit low here.
Enjoy!
