No spoilers. The reason I gave it a 9 and not a 10 is the last episode forced a lot of loose ends to be tied up somewhat hastily and implausibly. It could have benefited from three more episodes to maintain the dramatic tension and the integrity of the plot. That said, the other 20 episodes did not disappoint.
Korean jurisprudence differs from that of the U.S., so it may take a few episodes for an American viewer to understand what the characters' roles are on the Incheon Public Safety Prosecution team that is the centerpiece of this story. I'm still not entirely clear on how they were able to stay on the cold case homicide that is central to the plot, not even counting the obstructions thrown in their way by shadowy figures in the fictitious chaebol (megacorporation), Hwa Yeong.
I find myself watching this repeatedly, looking for clues hidden in plain sight that I'd missed previously. It's in Korean, a language I don't know, with English subtitles. I've been watching on broadcast TV and a couple different online platforms, and the style and quality of the subtitling varies from one platform to another, so that's also a driving factor in me watching it repeatedly. However, the main reason for me to watch it more than once, is that it's eminently watchable.
The cinematography and editing are more like a movie than a TV drama. The performances are terrific, especially Choi Min-Soo as the lead characters' boss, Mun Hui-Man. The music complements the visuals, the script and the acting superbly.
My only caveat with this show is make sure you have the time to give it your full attention. Your commitment will be amply rewarded if you do. If you don't, you may find yourself hopelessly confused.

I am glad I found this hidden gem after watching 'Tunnel'. The acting of the main lead and the supporting cast is amazing. You keep guessing if the higher ups are loyal till the very end in this gripping tale of crime and mystery. I would recommend watching it to see how the mystery unfolds. However I am rating it 8 and not 10 because I do not see why there needed to be romance added to the plot and sometimes the coincidence are too many leading to disbelief. However, it is a bundle of suspense and action which I highly recommend to the viewers.
The last 2 episodes were fantastic and made up for the show's otherwise tiresome and meandering pace. It's the epitome of rabbit-hole cases, this distant reimagining of Pride and Prejudice, the Korean corruption way. What kept me watching until the end was the show's fidelity to legal concepts and proceedings, which I geeked out on, and the studied, polished acting from mainly four of the cast members: Choi Min-soo, Choi Jin-hyuk (newer at honing his acting skills in the precise way this performance required, but under excellent guidance from Choi Min-soo, who was said to have become a mentor for him on the set), Son Chang-min, and Choi Woo-shik. Overall, worth the watch.
Only watched one episode but very impressed not like most KD where you have to suspend belief to watch it. lets see how it goes is 21 ep long which normally doesn't bode well as they run out of story and just repeat relationship issues.
okay finished what i could, after the 10th episode its starts getting stupid and doesn't stop, after 13 i had enough to many adult men crying like pussys everyone going in the hospital, all solid evidence being void, city of 25 million people to many coincidences this had so much going for it but like KD the have to stretch it out 5 to 7 hours longer than the story has in it.I did watch half of the last hour so i knew the ending.
