Chick Allen is a beefy-looking older student who bullies a bunch of skinny ... well, they look to be about 13. He grabs their bicycles, and pounds on them. His latest brainstorm is to ruin a class picnic. But one of the kids he bullies -- and commands to help him destroy the good times -- spills the beans to his older sister.
It's a lesser entry in Centron's many films about how to deal with problems. It's lesser because it doesn't really explain why any of these people are doing what they're doing. That's probably why it's not directed by Herk Harvey. He would have insisted on more than unmotivated malice, and gotten better performances, too.
