Here's a public service cartoon produced by Walt Disney in which there's discussion on how to avoid getting a cold, and when you have one, how to reduce the chance of spreading it. It's filled with typical good humor andcommon sense.
There wasn't a cartoon factory of any size that didn't produce industrial films. Today we'd call them commercials. This one was produced for Kimberly-Clark, makers of Kleenex brand paper tissues. That explains why the logo appears a couple of times, once on a tissue box.

Casper makes friends with a bear cub and trains him to juggle and balance. While Casper doesn't pay attention, the bear is seized by a circus and made its star attraction. But a gorilla escapes and threatens Casper's friend.
As the other reviewer notes, Casper is not everyone's favorite series, and she points out the reasons why ably enough. Writing as someone who gets annoyed by Casper, whose story's are fully summed up in the series song, I agree that the visuals are as good as anything Famous Studios was doing in this period. However, it's my contention that no effort of pen and ink can turn the sow's ear of a plot into a silk purse of a cartoon.
